A simple way of getting stuck buckets apart is to take a compressor and an air hose with a blowgun nozzle on it, and direct the air stream between the buckets. The air will work its way down the sides and into the horizontal space between the two buckets. The air pressure likely will force the top bucket out of the bottom bucket.

I have also used water sprayed from a hose - basically the same principle but I'm less likely to have a compressor handy.
