The most common way to make your own parging mix is to use either Type S mortar for block or Type N for brick and add a concrete bonding additive.

Generally you place the wire under the AL-rated clamp on the breaker and tighten. (Though the paranoid among us would apply some contact grease first.) Of course, you need to make sure that the breaker is AL rated.
#2 Aluminum seems a bit on the small side; don't forget that you need larger wires when you use aluminum in place of copper.
