I would like to open up my kitchen to have a cathedral cieling. The original framing from 1957 is 2 x 4 rafters. The county is specifiying 2 x 10’s (which I never see here in CA so I guess it is 2 x 12’s). How do I deal with the roof pitch where the rafters meet the wall. I am guessing there is no way the whole roof along the whole house can stay the same pitch.

It is hard to visualize what you want, but my best guess is that you can sister the 2x10's to the 2x4's. You will lose a little space at the exterior but you can keep the existing roof and not disrupt the exterior line of the roof.
