Re-routing some AC & water lines in Indiana basement.
There is a metal cap on the foundation block that sticks out 4′ thruout the basement.
Some of the metal has been flatten down flush w/ the block for AC & water from the previous owners.
Do I leave the 4″ lip stick out or bend it up / down?

If I had a pc of pipe sticking out of the block that was no longer in use......
I'd go out behind the shop and find a pc of busted block about the size needed to fill the hole. Cut slots in the pipe so I could bend in and force it back in and inch and a half (or remove it completely). Form the block scrap in the shape of the hole, let 3/4" overall. Pack in mortar (or other) so it doesn't fall in, butter the edges of the hole/patch and set in place flush with the face. Might need to stick in shim sticks to hold in place-even all around. Dampen the block and scrap prior to doing this so it doesn't suck the moisture out of the masonry too quick.
Even if you have to buy the block for the scrap you're only out a dollar-with plenty of scrap left for another patch.
It's not clear what this "metal cap" is. Do you mean it's a piece of sheet metal sitting on top of the foundation but below the bottom framing of the house? If so, by all means bend it down if you want to, or cut off the excess.
What pipe, what hole
Beats me. When I read this thing I guess I centered on the ac lines and a hole (sleeved pipe) that it might come out of.
Now that you pointed out how wrong I am, I see it now as a metal termite sheild that sits on top of the last coarse of block, but sticks out 4'' (not 4 ft as I read in the first line or so).
So now I'll keep my mouth shut because I've already proved I know not of what I speak.
If a termite sheild I guess I'd bend it down, certainly not up.
