What would be the best way to build a 900 meter fence that is next to a highway (ideally for noise control)? We are in a rural area. Any suggestions would be very helpful.

A good place to start is education on the science. There’s got to be lot of history and ideas a search away. If you had the time to grow a natural barrier there’s nothing more natural, that works and looks good as well.
I have seen the commercial kind lining the hiways through cities and they go from butt ugly to, on rare occasion, well I guess it works.

The best way would be if the highway department put one in on their right-of-way.
As Calvin points out, they do tend to the utilitarian side of things to look at.
You might be better off improving the tightness of your house, or a small area you would like protected from the highway noise.

so if you needed a noise wall 20 ft tall, 2953 feet long, would be 59060 square feet.
$2,480,520 (which is why the highway department is not likely to put one in unless you can make a good case.)
That would buy a lot of new windows, external sound deadening insulation and siding, sound deadening internal treatments, berm walls and landscaping near the house.
