This house was built 20 yrs ago. Looks like they have used marine carpet over green plywood. The carpet is wrinkled really bad. It will need to be fixed to resell the house. I do appreciate the double use of this huge deck being used as a carport. What do I need to do? Also, is there a modern way to do this in new construction that would allow this double use with out problems ?

For non-traditional, but handy as heck things like that, it's best to handle them as a disclosure when selling the house.
Try this:
"Right now there is an opening on the side of the deck where the previous owners would park their car on the deck and use it as a car port. Before selling, they are willing to put the rail over the opening so it cannot be used for that purpose anymore." Add in whatever disclamers about risk you feel necissary.
I did the same for some creative wiring I did in my last house - I had a dimmer attached to an outlet running halogens. I specificly told them it was a code violation, and what the risk was if they put in a too high watt lamp, and that I would put it back to code if they wished... they liked it so it stayed.
