Beats me. Probably a bit regional for one.
And of course the extra material cost and labor would be a factor in who decided it was a good idea.
Being conscientious and deep into the craft of building directed a lot of us into educating ourselves.
When it was first used probably doesn’t have much to do with why it is or isn’t around your windows or doors.
Heck, look how long it took door manufacturers to remove the wood they for years had under/within their aluminum thresholds. One day they’ll all figure out how to make the adjustable thresh’s stay adjustable.
I became aware of them in the 1990s. In 2004, I installed the windows and doors in a new house I was framing, taping the openings. The Eagle window rep stopped by, went back to his car for a camera, and told me, "This is the first time I've seen anyone do this right."
By 2006, I was doing demoes at JLC Live on flashing windows with tape.
