We've run into this problem at the manufacturing facility at which I'm an engineer. We searched hard and could never find a solvent for silicone caulk. So, my suggestion would be to cut/scrape as much as you can with tools like knives and razor blade scrapers. Then, a rotary wire brush, the kind you use in an electric drill, can be used to remove the remainder. To accomplish this you are removing part of the surface of the material. It worked fine for us on concrete block because the damage left by the wire brush didn't really show once the wall was painted. It was an industrial setting -- I don't know if you can achieve cosmetically acceptable results on a home without patching afterwards.

*I'm not sure that this will work on masonry,but a product called Citra-thane works very good on most surfaces.
*TRichardsThe only solvent that I've found that will clean up wet silicone from tools is gasoline. I was very surprised, give it a try, it may not work on the dry stuff but as long as you don't smoke what's the harm?Terry

*T,3M makes a caulk remover, it works on tub and tile but don't know about silicone. Xylene might work but is bad stuff, read msds.KK
*Both Dow Corning and GE make silicone caulk. Have you tried their technical service numbers?
*TR:I had to remove silicone caulk from an aluminum window frame in preperation for applying a different caulk. The new caulk would not stick if there were any residue of silicone. After searching I found a great industrial supply house who recommended a Dow Corning product called simply "cleaner & surface prep solvent". The stuff will clean off both cured and uncured silicone. It worked great and the new caulk sealed well. I don't see a product number on the can but you might try Dow Corning.
