Air barrier location on double stud wall

Im building a passive mountain house at 9500 ft in Colorado with double stud walls. Im trying to decide where to locate the air barrier in the exterior framed wall assembly. Walls will be 1 ft thick with dense pac cellulose insulation.
option 1: Locate the air barrier on the outer surface of the interior stud wall to provide a service cavity for plumbing and electrical. This will eliminate almost all penetrations from through the air barrier primarily from electrical. The drawback is that my insulation contractor wants to wet spray the cellulose so there will be no way to shave the insulation flush before the inner stud wall/air barrier go up. Also will require a second trip for him to come back and insulate the inner stud service cavity.
option2: locate air barrier on inside edge of inner stud wall and seal penetrations. This might be my only option with wet sprayed cellulose since it needs to dry first.

That's pretty much the whole story. These guys (I know them both well) have been doing double stud walls for a long time.
