I’m in the process of installing a retrofit burglar alarm with wireless sensors and a smoke detector. According to the building department, I need to get an electrical and fire inspection. The unit has a telephone connection, cell phone and uses a transformer to low voltage input. Can anyone tell me what is normally looked for so I only have to do this once?

You have to have an alarm permit in your local jurisdiction, and they will look to see if it meets code. Things like, the proper type of wire for any wired detectors, proper placement of the smoke detectors. If you are using wireless smoke detectors, they must be allowed by your local code and be an approved model. If your system is powered by a low voltage plug in transformer, you probably don't have any electrical issues. Even though an alarm/fire system is not required by your code, if you do install such system, it must meet all the requirements of the local and probably national codes.
The issue of who this system is going to call will come up. You may be required to have it call a UL approved central station. If your jurisdiction has a false alarm ordinance, you may be required to have verification of the alarm before calling the police etc.
If it is not your property you are installing this system in, you may be required to be licensed and have a permit to install the system.
Your wiring terminations may be looked at.
The simplest way to answer your question is to go down to the building dept and have a chat with them.
