I understand that for a residential flight of stairs, the tallest riser cannot be more than 3/8″ taller than the shortest riser. What if the stairway between the 1st and 2nd floor is a U-shaped stairway with an intermediate landing between them, i.e., walk up five steps to the intermediate landing, turn left and take a couple of steps, turn left again and walk up the remaining steps to the 2nd floor?
Does the intermediate landing “reset” the allowable variation as if they were two independent stairways, or are they treated the same as a single flight without an intermediate landing?

It does reset the rise. Each set of stairs is considered a "flight", and the riser height needs to be consistent within a flight.
