Most recent FH has article about undercabinet lighting that states that lighting is not allowed on 20A circuit; 15A only. I thought lights could be on 20A circuit. Can they?

Lighting can not be on one of the 2 REQUIRED 20 amp circuits for counter top appliances in the kitchen.
Lighting can be on other 20 amp circuits.
Not in Chicago. Inspector made me change all of the 20A lighting circuit breakers to 15A. They were all wired with 12ga.
