I'm not an expert by any means, but I would use the "table" feature because it's pretty easy to use.
Just insert a table with 2 rows and 2 columns. Then, from within each cell, insert your picture. Position the cursor at the end of the picture and hit enter. Then you'll be able to type text.
I usually use Excel and often put drawings and logo's in my spreadsheets. It is pretty easy to insert a picture. I think in Word you can use insert object or insert picture. You will put your cursor on the page, to to the menue bar and select insert picture and then select one picture and then redo for the other three. I'll try it and get back.
I also have micrsoft publisher which I find to be extremely useful for such things... an excellent programa dn very versatile.
I too have had trouble with woird allowing me to put toghether things the way I want to and in an easy way. I would guess the earlier suggestion of using a table would be best.

I'm a little rusty on Word, but one way you can do it is with text boxes.
Go to "insert" (on the upper task bar), then click "text box".
A text box should appear on the page. In this box you can type anything you want and move it anywhere on the page. To move it, click the mouse on the outline of the box, hold the mouse button down and drag to where you want it.
To change the size or shape of the box, click on the outline of the box, then click on one of the little boxes and drag it with your mouse.
You can also insert a picture into a text box enabling you to move the picture anywhere you want it on the page.
To do this, create a text box (like you just did). Click the mouse anywhere inside the box and then again go up to the "insert" on the task bar. Click "picture" then browse to find the picture you want and double click on it.
Play around with it and if you don't like something, you can always either "undo" it or delete it.
Hope this makes sense and helps. There may be an easier way.
The easiest way will probably be to make a table, and then you can stick the pic in one cell, and the text in the cell below...if you want a more or less rigid layout.
Other than that, text boxes, which has the advantage that it's easier to drag the text and the pics around to change the layout.

On your page, insert your first picture. Right click on the pic, click Format Picture, click the Layout tab. On this page, click Behind Text.
Now your picture can go anywhere you want it. You can resize the picture by dragging the corners of the picture after left clicking it.

You can also add a caption if needed.
Go to Insert from the top menu and click on Reference, then Caption
You can type and format a caption from the window that pops up.
Paste the pic into the document.
Click on insert, then select "text box"
Drag the text box under the pic and then type in it
Brownie, If you've been demoted to the point of having to do this skirt work, then do as Pete suggests. Publisher is really easy to mix and match other different program's output.
But in all reality, the methods of inserting into Word will do you well also. It takes a bit more program skill level than what Publisher commands.
Or get the boss to hire you one of those Philipino gurls to do your secretary work for you.
