Here’s the story: my young neice just moved from some town near laguna Beach that has Viejo as the second word. Never been there. They were not able to sell their condo, so it is rented. Commode overflowed, their home warranty contact called a plumber, and they called insurance. plumber cleard the clog, and said she needs to pay him $700 more to install a cleanout for the next time it happens.
Tri-level condo, upstairs bathroom, leaked through the floor vent into the first floor and then into the garage. Firsrt floor has some kind of clicklock “wood” flooring. I think she is going to get railroaded by the plumber and the home warranty company, no help from the condo association, and not much help from the insurance co, so I was wondering if someone is in the area and could look at it and giver an umbiased opinion.

I laughed and cursed when she told me that. He said there would be a small plate on the wall ove the commode, so I'm guessing he was going to cut out the sheetrock, cut the vent pipe, insert a cleanout-Y, and puit a plastic access plate on the wall. Total material cost about $25 and maybe 2 hours time. You know hwe wasn't goiung to clean up or paint the access plate to match anything. When I lived out there, I was stunned by the number of plumbers. It's like where they all get off the boat. Hundreds and hundreds of them. And they're all busier than a cat covering cow pies. And they got the highest rates I've ever seen.

He has his Cali contractors license, got it a coupla years when layoff's looked possible ... which was a good thing ... 'cause he just got laid off!

Heck, a few hours on a plane, $250 round trip That leaves me $450 for the $30 parts. Check the tools as baggage. I'd remove the toilet to access the vent and hide the clean out behind the stool

There's Mission Viejo on the inland side of the 5 fwy and Aliso Viejo on the Ocean side, both within a few miles from one another. Not suprised about the high prices, lots of folks around here have garages that have tiled floors, oak cabinets loaded with wine and Costco items, most dont have a lawn mower let alone homeowner tools. Contractors in South Orange County gouge the heck out of folks here due to the high cost of living. Some guys are trying to make an honest buck others just taking advantage of ignorant folks with marginal work. You are doing the right thing by asking for help. will keep an eye on this thread.
We're not in Laguna Beach, but she was probably in Mission Viejo. Nice area and not cheap! BIL lives in Mission Viejo.

You might be right. Other BIL lives in Aliso Viejo after selling his house in Mission. He made a killing on his house in Mission and it was not big!

We tried to get him to come here to Tucson, but he still has about 10 years with Boeing. He is an engineer and a project manager, whatever that means. Mission is a nice area and we have never been to Aliso, but plan on it in the fall.
My wife is from Tucson said she misses the desert, but not seom parts of AZ.ML
There are parts that are not very pretty! We love Tucson and the surrounding deserts, the mountains, the hiking trails and the food!
Take a bunch of pictures and I will give a whole bunch of BIASED opinions. All those Plumbers charge too much for what the know. Most never went to Plumbers School (there is none) and the license belongs to the Owner of the Company.
If the toilet overflowed, the main line of the Association may be rootbound, then it will happen again. To prevent it from happening again, the clean out needs to be installed outside in the ground, just outside of the building, with a loose cap to overflow from. Talk to the adjacent neighbor for further clues. Is this a Townhouse? separate sewers?
