Gable roof, low pitch, slither (rather than crawl) down the center. Outer reaches blocked by framing. Either very little insulation – or none in many places. Access also blocked by ductwork.
How would you insulate the topof this house?

Cut up the roof and do it from above.........
or
cut out some ceiling to gain access for your head and the hose, dam that opening on either side and let it fly.
Work your way over and/or back and do it again. You could attempt holes in the ceiling

Are there gable vents that could be removed to make accesssing
some parts of the attic easier?
Remind us of the climate in Reno. How low is "low pitch"? 3/12? 2/12? Rough dimensions? Stick or truss?
You could hire some little kid to crawl around in the attic, if it weren't for those darn child labor laws. <G>
I've got 5 little cottages that had the same problem. We cut a scuttle in one and tried to blow cells from the scuttle but it didn't work. We took a piece of roof out and went in through the top. that was a piece of cake. Very quick even including the roof repairs.
Make it easy by doing foam sheets over the deck.
