the book says you need 30″ of head room when determining where to place the attic hatch.
but my attic hatch has a 18″ wall around it, to hold back the insulation. so does that mean i now need to locate my hatch in an area that has 48″ of head room?

Not sure what the code says, but Common Sense should prevail.
If you subtract the 18" insulation dam from the 30" headroom height, what's left? 12".
One would have to be a pretty skinny & flexible to get up & over that to access the attic.
Yes that is what i was thinking. and NOW that you mention the 12" that remains above the dam.. that is not enough height to open the door of the hatch. because it has over a foot of foam insulation stuck to it.
