We have just had the brick tuckpointed. Unfortunately the contractor made the decision the completely mortar over the top 3ft of the west wall since there was severe spalling of the brick in that area. This doesn’t look so nice! He says the alternative was to replace the brick at great cost. Perhaps we would have considered it an option rather than completely cover the brick below the mortar.In this situation it is good to get 2nd opinion.
Did the contractor do the right thing?
Are there other alternatives to spalling brick than covering with mortar or replacing the brick?
Any advice would be gratly apprecited.

Of course he should have consulted with you before making the unilateral decision to deface your brick job. So that you could make the choice.
I'd advise that you don't pay him until he restores your brick or satisfies you in some other way.
