Bad smooth stucco in critical light

Is this kind of roughness normal for a couple of hours per day in “bad” light? Looks OK 80% of the time. This smooth stucco is brand new, our subcontractor claims that this is normal and expected. Not convinced. Cost me 50k in SF Bay Area.

Thanks! We were told to suck it up and just mask with some tall plants and such, and that it looks great in good light and cloudy weather 80-90% of the time. I’m also worried about structural soundness (mesh, foam etc), although we passed the inspection. Not sure how closely they looked.
From here it looks like you are right and they should seek a different career.
