LJ Smith makes all kinds of tools for handrail installations.
They make a drilling jig; I don't know how much it costs
why do you need a jig for such a simple task? Use a good sharp paddle bit and keep it plumb by using anything plumb as a reference point for your eyeball,(door jamb, wall corner, window etc.) With a little practice you'll get the hang of it. I'm know guys that have been building stairs in my area for 20 years and I never heard of anyone wasting time and money with these expensive jigs.
