hi there,
the entrance to my house is a lobby space. so the exterior wall at this point will not have the strenght from the floor structure above to help. should i balloon frame this portion of the exterior wall?

yes and think about 2x6 walls or even 2x8 if you will get a lot of flex..
was this called out on the plans ?

Or 4x4's on either side of the door.....regardless of how you do it a separation at 8' is always a pain in the #### the stiffen.There are fast carpenters who care..... there are slow carpenters who care more.....there are half fast carpenters who could care less......
It depends on the overall size of the room. If it is not too big(10' or less), a double plate at eight feet will keep it stiff enough and it is a lot easier to frame it in two pieces. If it is bigger, balloon frame.
If wall thickness is an issue with 2x6 or 2x8, then glue and screw plywood to interior and exterior creating a box beam for the vertical and a shear wall for the horizontal loads. Use blocking.
