I heard about an electric form of baseboard heat with an internal silicone mixture added to increase efficiency. Any experience with this product? How do I reach the company? Thanks for your help.

Ron,
All electric resistance heating is 99.99% efficient, the silicon fill gives the units some thermal mass and creates a more consistant temp between on and off. Do you already have electric heat? Unless electric rates in your area are very low (< $.05/kWh) electric heating will cost you more than gas or lp.
*Tim's right. There are no inefficencies to improve. Just really high costs per kwh in most areas. Claims invoking physics other than those Newton, Boyle, Kelvin, et al figured out are bogus. -David
*I have a portable electric heater that looks like an old fashioned steam radiator, and is filled with a dielectric oil. It's about 2 1/2 feet tall, maybe 18" long. Just use it on rare occasions, such as when the furnace transformer blows again. I don't know about efficiency, but I think it evens out the heat produced, so you don't have really hot and really cold. Just really expensive. I think you can get the baseboards with the same idea, is that what Ron is thinnking about???
