What is the current thinking/practice regarding moisture barrier placement on concrete block basement wall. Should it start at top of wall or at grade level? This moisture barrier will continue under the bottom plate of the framing. I will be placing a vapour barrier on the warm side of the fibreglass insulated wall.

Why don't you just paint the wall with moisture barrier? It is more expensive than the plastic but it won't trap the moisture in anywhere where it could generate mold. I have to figure the concrete will provide more moisture than your breath.
When in doubt don't... Hopefully someone else will chime in. It is hard to think like a mold spore.
