Where is the water coming from? Either it's running out onto the floor through leaks, or it's seeping up from the ground due to a high water table.
Start with gutter and leaders. Are they clean? Do they run away from the house far enough? Next check grading if you are backpitched toward the house the water wil collect there.
Once you ave done the gutters you can start to think about sump pumps perimeter drains water proofing etc. How we love our basements!
