basement wall/renovation vapour barrier?

had the chance to go back and look at a basement wall renovation; noticed that some water and therefore mold had developed along an outer basement wall!!!
So where do you all suggest the vapour barrier to be?
1. along the out side the new stud wall and the mold will grow there against the concrete block wall
2. along the inside of the new gyprock/gypsum board and the vapour will condense in the insulation and mold will grow there?
so do you put the vapour barrier or not and if so where?
PS: this was in a basement bathroom and yes a very large fan was used so that when the light was on the fan exhausted the shower water vapour.

None of the above.
Don't use a vapor barrier, but rather a vapor retarder that is also an insulator so that surface stays above the dewpoint requardless of which side has the moisture drive.
Also use a paperless DW so that there is no food for mold.
