You did not provide any details but I get the impression you do not have a porch. Surprised the builder did not provide steps. I associate pre-cast steps with mobile homes. They are OK if the heighth of the risers devide evenly into your 5.5 foot drop or if the top step is a landing. Even a small change in riser height can "fool" the user can cause a trip or fall. A carpenter can build steps that conform to code. A more expensive but also more durable option is a set of site built masonry steps. Your call.
*Wood landing/steps is definitly your best option at this point. The sheer weight of a set of concrete stair would require extensive wall/footing/bearing considerations for any reasonable longevity. Any concrete guy who tells you otherwise is not to be trusted. Wood should be20-30% less. Rick
