I have two questions: 1- what is the exterior of the upper floor and 2) is the knob and tube wiring in service?
If the exterior is easily removeable (i.e. not brick, stone or stucco) try your luck at filling from the top down, from the outside. Some get this to work well, others do not. In this area, it costs about $0.60/s.f. of gross wall area for 2x4 construction, from the inside with no plaster work (you patch the holes when they're done).
If the k&t wiring is inservice, look into replacement first. Bare, hot conductors in a concealed wall space is not the best of situations, and not compatible with insulation.
