Last summer, we installed two bluestone decks, one around a pool reusing old bluestons and a new terrace with new stone. The surface of the old stone around the pool is flaking off severely. The new stone also has some flaking, though not nearly as badly as the pool stone.
Any idea why? And is this just a one time phenomenon, or is this going to continue. Can anything be done (short of sealing it)?

Where do you live? Usually spalling like that occurs when water is absorbed into the material and then expands when it freezes. If you live in Miami, this obviously isn't the case. Spalling is prevented by keeping the water from being held in, such as happens when an impermeable sealant is used on masonry and water enters from behind or beside the surface. A siloxane product will keep out big drops but allow moisture to escape the protected material, sort of a Gortex effect.
*SHG,Steve is right about the spalling. Bluestone and slate are comprised of layers or strata that cleave easily thats why it makes such an attractive 'flat' surface. Just wondering if you live in snow country? Some ice melters like calcium chloride or salt might have contributed to the problem.
