Yes, but there are different minerals that deposit to form scale. Most are a function of your local water quality, so a local heating or mechanical engineering firm would have the most accurate first guess. Many of the treatment chemicals are pretty nasty, so you may want someone familiar with the process to mix, inject, and rinse them out.
If you want to DIY and are willing to experiment a bit, TANG (yeah, what the astronauts drank) is a readily available mild acid that removes many kinds of scale. I use it on sinks and dishwashers.
