My W-M boiler has gotten progressively noisy over the past few years.
I have been advised that there is probably a scale build-up, that in addition to causing a racket, is also costing me money from reduced efficiency.
Short of replacing the boiler, is there some sort of chemical treatment that can remove this scale?

You need to go to the 'wall'. There is a steam heating site with a breaktime like forum where you may find answers to your boiler questions. I don't have the site bookmarked so google steam heat and I think you will find it fast.
