what is proper way to ground the flexiable gas pipe ,had a plumber get shot down by an inspection he was totallay clueless of the violation it seems to be the vinyl on the pipe is the issue,also was told the fittings have statement about it .

You need to address your questions to your code inspector because the answer on how Gastitie is required to be bonded has changed and depends upon under what Code and Code Version your jurisdiction operates.
Under the 2006 IRC and IFGC, for example, Gastite pipe was considered bonded if the pipe was connected to a gas appliance that was served by a 20 amp circuit. The equipment grounding conductor of the circuit was considered enough to bond the CSST gas pipe.

Under the 2009 IRC/IFGC, bonding of CSST gas pipe must be done outside the structure before it enters the building. A #6 or larger bonding conductor must be run from the Iron gas pipe before it enters the building to either a grounding electrode, a grounding electrode conductor, or back to the neutral bus in the main service panel.
In any event, the inspector was correct in that bonding clamps cannot be attached directly to the CSST Gastite pipe or to any of its fittings.
