BOSCH Chip Blower

I have a BOSCH 1581 EVS jigsaw.  I have tried to get the chip blower to work but so far no luck.  The manual just gives the settings. There is a sliding door on the bottom of the shoe and there are three settings for the blower. I have tried all combinations of settings, with the door open and closed, and had no blowing.  Has anyone solved this problem?
