what is the best technique for placing concrete bricks on newly poured concrete pad so they do not shift, and what material do you fill the spaces in between the bricks?

Set the bricks with bonding thinset and fill the gaps with sand or grout. Set them as tight as you can to eliminate as much joint as possible.
I have used a lot of (free) pavers to "tile" concrete block walls

To add to the previous reply-
Use coarse sand-sifted small grain sand can washout. The coarse sand grains lock together.
There is also a broadcast additive that you can use to "seal" the sand fill, effectively creates a morter like finish. Depending on your joint width, you might like the results.
