I am going to build my deck stairs using your plan for the boxes, using 2x8s, as my deck surface is about 21″ from the ground (7.25″ per step).
When building the boxes for deck stairs, I don’t understand the 1x material on the back of the boxes to anchor the boxes to the deck frame. (It said the 1x is the same width of the skirt). Won’t the skirt attach directly to the deck frame beyond where the stairs are? Or is there a 1″ gap between the skirt and the frame around the perimeter of the deck? What am I missing?

I understand the 1x straps on the back of the stair boxes are used for mounting to the deck frame, but won’t those be in the way of when I put the fascia board along the 2x10 deck frame?

If you look further into that tutorial, Mike ran vertical skirting that extended from the deck frame to the ground. That skirting flushes out with the 1x you mention, and the fascia board ran over all.
There are plenty of other ways you could attach the box stairs to the deck if that particular scheme doesn't work in your case.
