WA state does publish all the codes it has adopted on the state web site, perhaps other states do also. Would be interesting to see if some codes get 'dropped' if NEC and IBC try to sue states for copyright infringement.
The bulk resource link simply lists the state web sites that publish the codes and their web sites, and include the state specific ammendments e.G> WA energy code
