That lot does sound challenging! I would suggest that you will need an engineer to figure the footings & foundation peculiar to that specific site based on seismic zone, soil conditions, and drainage, for starters. Not sure any published article will help you much there.
As for floor plans - now that's another story. Lots of companies out there that specialize in drawing plans - here's one that I just pulled off the shelf:

Places like this design and publish house plans - but you need to specify the foundation when you order - and that's where you're gonna spend your money on that lot, I'd bet. And grading and drainage issues

I don't know if it has the type of plans you want but there's a lot of variety and the plans come from over 60 designers. Perhaps you'll find something to suit your needs. The site lets you search for plans using a variety of search criteria.
