I would like to clarify some points that some coworkers and I are unclear on:
1) What are the responsibilities (and liabilities) of a licensed (CA) contractor working on a site with likely unlicensed workers (assuming the contractor has a valid and legitimate contract with the HO or other appropriate party)? [There is some discussion about whether this contractor becomes liable for others/ work and uncertainty over whether there is a legal obligation to report ‘under the table’ work.]
2] Is it accurate that all work by a (CA) licensed contractor requires a contract? S&R for anything <$750 and standard HIC for anything >$750.

Yes, they may be, but I spent a bit of time there and found only more gray hairs on my head when I was done. I was hoping someone here might be able to share their knowledge on the matter.
