I am in the process of finishing off a basement . I hung nine
can lights in the ceiling. They are the kind with arms attatched to fasten to the joists.
The wiring box will be covered up by the drywall and all the wirenut connections
will be inaccessable. Have I violated the code? I know it is against the code to
bury a junction box and I am trying to follow the rules. Would the cans with the
drywall clips be a better choice. The owner is waiting six months before drywall
and wants the lights working.

Usually, you can get through the can to the box - look again. Otherwise, they'd all be illegal!

Those will be just fine. They are not inaccessible. There are three or four sheet metal screws that you remove to get the dome out - and then you can reach up and access the junction box - it has two sides to it.

I didn't think about acces through the can housing.

Yep, your o.k. I just installed 30 Juno cans in my new house and asked the same of my inspector. No problem.
