I’m pulling up some wall-to-wall carpeting and will hire someone to install new. Should I leave the tack strips in place to be reused by the installer, or is the sop to always install new tack strips?

A very good friend of mine runs a carpet business. When we replaced the wall to wall in my house, he re-used most of the tak strips. Replaced a few he was not happy with but used most of the originals. I would ask your carpet installer what he prefers.

Your square yard installation cost probably assumes they will do everything. Unless they will cut your cost for removing the tack strips, I'd do nothing about them. If they use your strips and the carpet comes loose, invoke the warranty. I'd rather be playing golf than working for a contractor I'm paying.

I am a carpet layer and for the sake of my fellow installer, please please leave them in! Unless they are soiled with cat urine, or the like, they are perfectly reusable. I can't tell you how many times I've gone into a house only to see the homeowner beeming with personal pride because he 'helped me out' by pulling the tack strips for me.AAARRRGGGHHHHH. Great, now I can spend an extra hour and put down 20 dollars worth of new strip in. In case you haven't guessed, this is a real pet peave of ours. LEAVE EM..
that .. and something I remember from my old days as a carpet cleaner/patch'er ...
the old tackless seems more stout than the new.
