Can be, if the cementitious board is fastened as well as lath & scratch coat becomes.
If you deviate from the manufacturer's instructions, you are obviously heading into unexplored territory.
Some manufacturers cal lfor lath over cementitious board. with a brown coat over that. Might be belt-and-suspenders writing the specs that way, too.
Indoors versus outdoors makes a difference, too, if only in the amount of thremal range the assembly has to cope with. I've seen a scratch coat over backer board used successfully indoors--not sure I'd be as comfortable doing that on say, a chimney chase outside, though.
