Prescriptive codes don't address the connection at less common angles, so base the connection off more typical ones using bolts, structural screws, blocking, and steel tension ties.

2x if you are using the UBC. That's one of the reasons why strapping is not popular in the west.

What about in the North East, New York Long Island?
Anyone....Anyone?

I have never used it and hope to never do so, but I would think as small as 1 x 2 and no more than 1 x 4 would be appropriate. My understanding of furring out a ceiling is strictly to make as flat a surface as possible for drywall. If this is the case, 1 x 2 well shimmed and screwed to the joists would do this.
*Phil,Those of us in the rapidly shrinking portion of the northern hemisphere who fur ceilings as a matter of common building practice use 1x3 spruce almost exclusively. Hey, even the Home Depots in the region stock it. It's cheap enough, 9 to 11 cents/lf. 2 6d or 8d or 1/2" x 2" staples at each cross joist. 16" o.c. of course.Loads of benefits beyond flatening a ceiling. Our common practice is comming under fire from both the north and south and the smallest state in the union may end up being the last stand for better or worse. Hopefully only after I retire though.
*Mike. i won't fasult you for being conservative. However I have strapped ceilings 24"oc for 20 years and blown 16-inches of cellulose over this and never had a complaint or callback. By the bye. How many of these strapped ceilings have you ever seen checked for flatness and shimmed as necessary? Gene L.
*I have used resilient furring channel that is just stamped sheet metal 16" O.C. mainly for sound reasons. Because it is reilient it eliminates a little bit of the shimming necessary with rigid materials.-Rob

When furring a ceiling for drywall, what size furring strip should be used?
