I’ve got a project coming up where the customer wants to reno the room under his garage. The slab has cracked (as concrete does) and the ceiling, and most likely walls have become the new home for mould. We are planning on wrapping the ceiling and walls in platon or delta (foundation exterior wrap) and draining any water that is coming through to the slab below. The reframing and insulating. Just wondering if anyone else out the has ever run into this before or has any other suggestions.

In the last 10 years, I've seen a contractor design and build a wood framed garage floor with a concrete slab over another finished space. Pretty unusual. Issues arise when thinking about loading, cracking, and pulling a car in that has snow/rain all over it. It's definately a doable kind of thing, but somewhat unusual for residential applications.
How you intend to drain the garage? I'd imagine you might be able to seal it to make it waterproof. Sounds like you may have some other serious clean-up issues to deal with, too, though. Mitigating mold could be a sizeable task.

Lacking any further info from you I assume the garage is on ground level.
Will you excavate below the garage floor?
If the garage is level with the front driveway and the ground slopes drastically in the back thereby providing an opening under the garage you should be able to see the construction of the slab.
We have done garages that have rooms under them with precast, prestressed concrete panels 2' x 24' as a garagefloor.
In any case the garagefloor has to be waterproofed.
Is the room habitable or just storage? Heated - unheated?
