yes it does...
..and it works much better at reducing air infiltration -exfiltration than most people realize.
Check with your local CAP agency's Weatherization program for more specifics about the air sealing capabilities of cellulose.
Fiberglass rolled and batt style insulation is very poor at reducing air movement and that problem is compounded by the fact any air movement in or around fiberglass batt or roll insulation actually can act to reduce its R value.
There really is no substitute for good air sealing in an attic space though and it should always be performed as well as it can be.
