The problem is that you either need a flat surface or you must lay the new planks exactly over the old ones. For plastic/aluminum siding they use the fanfold foam "insulation" to produce a flat surface, but that likely wouldn't work so well with fiber-cement. To lay new planks over the old they both must be about the same exposure and thickness (and generally FC is a bit on the thin side).
