( over basement-wood floor-new addition)
My guess is that there is only 3/4″ plywood down for the subfloor.
Or poor workmanship.
Any past experiances with this problem?

*The tile is loose. The tile has broken bond with the subfloor. As the least probability is inadequate subfloor support,I don't think the problem is consequent of this. If the tile was layed directly onto the wood with thinset you'll have a nice job for yourself--demo existing, install new over tile underlayment. If over concrete slab, there may be curing compounds in slab preventing bond. Or, perhaps the painter contaminated the slab with oil-base or solvent. Or, there is hydrodynamic head pressure coming up through on-grade slab.If over mud setting bed, the setting bed is cracking and the cracks are telegraphing through the tiles. This could be the result of insufficient material(cement) in the mud mix, insufficient setting bed thickness, or inadequate subfloor support.
