Has anyone out there created a site plan with chief architect 9 software?
I havn’t read the user manual cover to cover yet, but it does not look possible,
or is it?

It's VERY possible, and almost all Chief users do it on a regular basis. Your reference manual has both an index and a table of contents. And if you use the PDF version, you can do a search under "Site Plan", thereby saving the incredible hassle of looking it up the old fashioned way.
Questions of this nature could best be handled at one of the two excellent user group sites: http://groups.yahoo.com/group/chief-users/ or http://www.chiefarchitect.com/chieftalk/
