My annoying and often wrong architect thinks code requires 24in. clear space under an attached wooden deck. Could he be correct? It would be easier if he is wrong.

Not positive what or if code says anything about this.
24" is minimum crawlspace hieght here in DE.
24" under a wooden deck should provide needed ventilation under the deck.
Too low = poor ventilation = constant dampness = premature failure of wooden structure - regardless of wood type or treatment.

Never underestimate the value of a sharp pencil or good light.
I don't know anbout code, but my conversation with a wood sccientist revealed that the definition of "adequate ventilation" for wood decking is 18" above the ground

I'm in CT now but in in Raleigh there was no code minimum for under deck height clearance to dirt. Crawl spaces there had to have minimum 18" dirt to underside of any joists or girders, that were non PT.
If it's too close to the ground ventilation can be a problem, and if it's very close to the ground you might want to consider laying down some black plastic so the weeds don't come through.
Let's not confuse the issue with facts!
