I am am adding an sizeable 1 storey addition to my 1960s side split home. I am in Ontario, Canada. The home’s main level floor is quite low to grade so in order have the addition floor at the same height my GC created a reverse brick ledge.
Per photo, the crawlspace foundation is concrete block. The top course is a 4x8x16 block (partition block?). From what I gather the sill will be bolted down, 12” rim board installed, and then 12” TJIs across. Plywood floors then on top with a 6” bottom plate at the edge. Given the difference in height another partition block will need to be cut to match height of TJI and mortared to the top of 1st.
Wondering if another has seen this before. Is it to Code? Any real concerns I should have?

That will work, but if elevation was a concern why not just hang the tji's in? Seems like a lot of extra work to me.
