   There may be some local issues but basically you trench down below the frost line, pour a foot or more of concrete in there with a couple rings of #5 rebar and build your concrete block stemwall off that.

   In Florida you will also have rebar hooks up into the block and those cells will be grouted when you pour the bond beam.

   block foundation...

   there are multiple things to consider.....Soil type is #1...Load is another....i would consult an engineer....if you are building this legally (permitted) you will need to have one sign off on this project anyway.

   New house foundation

   First of all design the house, then work out how much it will weigh, then check out the soil type etc as mentioned elsewhere, this will give you an idea whats required, then check local code.
