concrete step unit base?

what is common base or footing to set conc stepunit on  , step co say  crushed stone is fine, installed on backfill  would rather excav  and pour conc pad , worried about settling problems. any thoughts ?       thanx

    You may get better answers by adding more information:

    Are you talking about a precast concrete step or are you planning to cast it in place yourself?

    How high?

    How big and area?

    Everything else you can say about your situation...
