I have an attached garage and I want add a wall and remove an existing wall to create a separated laundry room. The garage is 18′ by 24′ and the joists run the long way. The issue I am having is that the joists end at the existing wall, aren’t connected and are spaced about 8″ apart. The new wall would only be 12″ away from the old wall. How can I connect these joists?

You can't connect them. I think you could replace / sister the ones over the short area, but hard to tell from your picture. If nothing else, put a beam in there.
